Typography Designer for optimizing a latin+runic font

I would like a font where the lowercase Latin letters are essentially cap-height (or close to it) so that they mesh better with runes. I want the contrast to be curvy (Lowercase Latin) and sharp (Runic), so it has a bit of a Hiragana and Katakana feel. Maybe only ascenders and capitals should be the full cap-height (equal to runes), but the x-height for lowercase is brought up to be *just* beneath it? Up to your discretion as to how to make these two scripts mesh the best, but that's the gist of what I'm looking for.
Can use an existing font like Noto Sans Runic or some other for the base and work from there. It should be a general-purpose font though, similar to Noto Sans.
